Construction Begins on Powersite North Sanitary Sewer Project – Phase 1
The Taney County Regional Sewer District Board of Trustees recently awarded just under $8.4 million in construction contracts for Phase 1 of the Powersite North Sanitary Sewer Improvement Project and would like to invite the public to a ceremonial groundbreaking for the project at River Run Park July 27 at 10:00 a.m. The Board approved the contracts at a special meeting held jointly with the Taney County Commissioners on April 25 at the Taney County Courthouse. Funding for the project is being provided by the county sewer sales tax.
The project was originally advertised for bid in late October and November, 2015 with the bid opening being held January 6, 2016. Two bids were received with both bids being substantially higher than the engineer’s estimate for the project. The Sewer Board voted to reject the bids and re-bid the project.
For the re-bidding, the Board split the project into three separate contracts and the bids were opened in April. Contract #1 is for the lift stations, collection box, and River Run Park low pressure system. Contract #2 and #3 are pipe contracts. The bids were made using a base bid and bid alternates.
The contracts were awarded to the low bidders using the bid alternates. The low bidder for Contract #1 was Excel Excavating of Chadwick, Missouri, who bid $2,300,650.00 with the option for blasting and precast lift stations. Contract #2 which is Pipe Contract #1 was awarded to Flat Creek Excavating of Branson West, Missouri, with a bid of $2,492,644.24 using the bid alternate for blasting. D & E Plumbing and Heating of Nixa, Missouri was awarded Contract #3 for the Pipe Contract #2 with a bid of $3,593,970.00 including the bid alternates.
The lowest bid submitted for the January bid opening was almost $1.5 million higher than the engineer’s estimate. District Administrator Brad Allbritton said “by splitting the project into the three contracts and rebidding it, the District was able to save approximately $500,000.”
An addendum to the project funding agreement between the Sewer District and the County was approved by both the Sewer Board and the County Commission in separate meetings on April 25. The addendum extends the timeline for the project completion to the end of 2017 and increases the funding agreement amount to $9 million. The original funding agreement for the project was approved in October 2014 and was for $7.4 million.
The Powersite North project will provide for wastewater to be collected and conveyed through the lake bore under Bull Shoals Lake, which was successfully completed earlier this year, to the District’s existing Ozark Beach collection system. The wastewater will then be pumped from the Ozark Beach system into the City of Forsyth Wastewater Treatment Facility.
Phase 1 of the project will provide central sewer service to approximately 240 customers in the Summit Ridge Mobile Home Park, Valley View Village and Summit Ridge subdivisions including additional structures located along Highway 76. A second phase will commence after the first phase is complete and will serve approximately 100 residents in the town of Powersite.
